UnitedHealthCare received money from the state of Pennsylvania that was supposed to go to doctors for delivering quality care to Medicaid recipients.  Most pennsylvania doctors never saw a dime of these awards in 2011, 2012 and 2013.  UHC, and other insurers who manage Medicaid for PA are chargEd with monitoring the quality of care medical care delivered.  They are supposed to deliver these...
