Amnesty International has implied that Philadelphia's police officers are the most criminal in the country. Over 400 Philly cops have been convicted of crimes just in the past 30 years. For each prosecuted criminal cop, dozens more do not even get legitimately investigated, much less prosecuted, as per a 2004 prosecutor-conducted study of the Philadelphia Police Department. As such, the only logical conclusion is that the vast majority of Philly cops are criminals.
