in a large municiple project the head engineer for omnni told a meeting of unhappy village residents that, respecting public taxpayer projects, omnni seeks merely "the minimum" in quality construction and, in fact, he said it twice. To date, omnni has refused to test for contract spec. compliance as requested and has failed to remediate the permanent, masonry deficits involved.
