It sucks but blame the people who last year did tax scams filing tax returns for dead people and getting 9K a pop back for each return. The IRS "verified them" like they said they did you right.
It might suck to have to wait to access money you planned to use but it's not like their doing it to be mean their just making sure you are you as tax scams have heavily increased the past couple year....

What you describe is a common scam. Do you really think that random pop-ups can actually net you $7500? I suppose if you're willing to believe that, then you're probably willing to believe that Netspend actually had anything to do with this.
