I would never live here again. You can hear all your neighbors. The ac is junk and so are all the "luxurious amenities". Peco bills range between 100-300 a month depending on the season and if you are on the 1st or 2nd floor. If something breaks you have to pay to have it fixed or they don't fix it at all.
