Dozens of residents at Falkland Chase used to get together on weekends for cookouts, crabfests, and potlucks.
They would gather at the far end of a parking lot, next to the train tracks, talking, laughing, and playing music with their neighbors. When they were done, they would pack up, throw away all their trash, (recycle the rest :) and go home.
Sometimes these parties had a holiday-theme (like the annual Halloween dog costume brunch). Sometimes these parties were Happy Hours to celebrate weddings or graduations. Sometimes these parties were memorials for a beloved dog. Regardless, every time someone new joined in, they remarked on what a warm, welcoming, and inclusive group of neighbors lived at Falkland Chase.
And then one person complained. (Apparently, in between the CSX, MARC, and Metro trains going by 20 feet away, the music was too loud.)
The JBG Companies had any number of choices for handling the complaint. For example:
>JBG could have told the residents about the complaint and asked them to stop playing music or asked them to hold their gatherings earlier in the day. The residents would have done so happily.
>JBG could have looked at the north side and realized that ONE picnic table and ONE grill was not enough for 180 apartments and so it was understandable that residents had set up their own picnic areas. If there were adequate common areas for the number of people, the residents would have used those areas instead of grilling in a parking lot.
>JBG could have recognized the value in neighbors gathering for cookouts, crabfests, and potlucks and worked WITH the residents to foster that wonderful sense of community. In turn, the residents would have helped JBG leverage the value of community in making Falkland Chase a better place to live.
This is what JBG decided to do:
>Destroy the north dog park by confiscating the water hose, dog wading pool, and seating that residents had donated. By rendering the dog park unusable, JBG said that dog owners would no longer want to attend the neighborhood parties that were held next to the dog park and this would cut down on attendance.
>Post lots of signs with rules forbidding residents to use the outdoor spaces at Falkland Chase.
Our choices define who we are. This is who JBG is.
On June 25th, The JBG Companies confiscated the hose that residents had purchased and used for years to provide running water and to power a water mister to keep down temperatures and dust in the Falkland Chase dog park. JBG also confiscated the wading pool dog owners had purchased and used for years to cool their dogs.
Summertime ground temperatures in the unshaded and grassless dog park regularly exceed 100 degrees. Residents explained to JBG the need for the water, mister, and pool to prevent dehydration and heatstroke in dogs.
Despite evidence that its actions were cruel to animals, JBG refused to allow access to water.
Residents pay more than $300 per year/per dog in pet fees but -- when asked -- JBG could not say where the revenue goes from the approximately 200 pets at the complex.
Since JBG purchased the property, residents have maintained the dog parks themselves (clearing drains, repairing gates, planting grass, raking leaves, trimming, weeding, etc.) and paid for all improvements (water hoses, wading pools, drinking bowls, chairs, grass seed, entry paving stones, etc.)
JBG won't make the dog parks usable and won't let the residents make the dog parks usable. On their Web site, JBG says they're "dedicated to making a difference in communities." They sure made a difference in this one.
Despite using the phrase "dog parks" in their advertising and in their leases, The JBG Companies now denies that there are any dog parks at the Falkland Chase Apartments:
"...these dog “park” areas...are not necessarily intended to be a full-fledged dog park in the strictest sense of the word."
JBG made this statement in response to resident complaints that the dog parks do not meet the minimum standards for health and safety.
With nearly 200 dogs, Falkland Chase Apartments is one of the largest dog communities in Montgomery County. Dog owners pay a pet deposit plus a minimum of $300 per dog in pet fees each year. In a June 26 meeting with tenants, JBG was unable to say what it did with the approximately $40,000 it collected annually from dog owners.
Falkland Chase residents requested the meeting with JBG after the property manager confiscated the hose that residents had purchased and used for years to provide drinking water for dogs in the north side dog park. JBG also confiscated the plastic wading pool that residents had purchased to keep their dogs from overheating because the park is not shaded.
JBG said that confiscating these items would "return the dog park to function as it is intended."
Residents explained to JBG the dangers to dogs of heatstroke and dehydration (especially for long-haired or double-coated dogs) and the importance of running water in preventing these potentially fatal conditions. JBG responded that "...we do not believe we are participating in any sort of 'animal cruelty.'"
In addition to restoring water access, residents also asked JBG to address other health and safety concerns in the dog parks:
>lack of appropriately sized parks for the number of dogs
>lack of separate large/small dog areas
>lack of safety gates
>dog park fences that are only 22-inches high in places
>waste-contaminated run-off and standing pools of water from improperly graded dog parks
>lack of paw-friendly ground cover in the dog parks
>mulch used in the parks, which is potentially hazardous to dogs and people
>immovable iron benches, signs, and clean-up stations which are potentially injurious to dogs who can collide with them during play

This is a pretty awful place to live. I've been here since March and I'm counting down the time until my lease ends. *They're going to try and flood the review pages with fake, positive reviews...
Was here when old manangers never fixed stuff. Have seen an old, broken-down place start to look lively! Charming, great location and staff. Waiting for new windows for years and now - WOW! what a difference. Ground looks better than ever, just wish others would quit wearing "paths" thru grass. Great value even though not many amentities - now there's 3 dog parks - NICE!
All is well in the beginning then it all of a sudden goes downhill. The con's def outway the pro's, there is just too many to mention. Adi s Falkland Chase, never again!
Management is simply incompetent.
My one bedroom has great hardwood floors and lots of room (small bathroom). I love that the complex welcomes dogs-and still makes every effort to maintain grounds and apartments. The three dog parks are small but absolutely wonderful-and management even keeps them stocked with clean-up bags. Most residents are great about picking up after their pets.
