our apartment was dirty and had roaches. our above neighbors were extremelly loud and rude and we asked management several times to make it stop and they would not. it was like living under a nightclub day and night and was not an acceptable way for someone to have to live. the apartments are old and if it rains hard enough power goes out for up to a whole day.
