I'm not a lawyer, but it seems to me that you would have a strong case for small claims court. As long as you can prove that payments were up to date and there was no lapse in coverage you should be able to recover the repo fees. Filing in small claims can be tricky because you have to serve the right person, but it's worth a shot.I'm sorry about your cat :-(
