The "bird’s-eye views of Times Square" are pretty "beautiful" from the roof deck at this "swank" penthouse lounge in Midtown's Dream Hotel; "prices are steep" and the compact layout can get "crowded", but when you want to "play dress-up for the night", "they do it right" here – "less the snob appeal."
