First thing I did, upon hearing the story, was to obtain a copy of the paperwork.  There is, unfortunately, a specific form she signed that agrees to retain the financing for a minimum of seven consecutive monthly payments and a minimum of 215 days.  There is also another form detailing a $2000 penalty if the extended service contract is cancelled.

The dealership told her she couldn't refi or pay off the loan for 7 months because they get a back end commission off the financing they placed for her. This is common in the industry. Sounds like this dealership is trying to protect their commission. Read the loan paperwork.  I bet dollars to donuts that there is no prohibition to paying off the loan right away.  I have never seen a paragraph...
