They are committing fraud when they tell you own the full amount when if you sign up for their automatic payment plan and you only owe a past due amount. I know I don't have a choice but to do business with the Water District, but I think I deserve to be treated as a customer none-the-less. I was just notified that my last payment wasn't received when I came home and found my water shut off. In reviewing my mail, I did find one recent envelope from the Water District, but it was only labeled "bill enclosed" and it was with other envelopes...
