Update: "A grand jury convened 1/17/2012 to seal an indictment against Eric Menden and George Hranowskyj. It won't be long before those con artists are behind bars. They will be going to the BIG HOUSE for many years to come."
THEY OWNERS ARE CON ARTISTS! DO NOT RENT FROM THEM!
Lived at 1217 Colonial Ave. Would NOT suggest this place to anyone. The only reason we moved in was to save money while in school.
Pros: Cheap, great neighborhood, Harris Teeter is across the street, it's usually quiet at night
Cons: Where do I start?
-The entire complex needs COMPLETE renovation
-Kitchen appliances were filthy and old
-Roach infested throughout
-VERY unhelpful and unreliable staff. Always had a hard time getting in touch.
-Was locked inside my bedroom thanks to a faulty door handle and lock. Needless to say, they never came by to replace the door that I had to break free.
-Leaky windows during storms
-Back porch was disgusting and filled with pigeon poop and nests upon move in
-Noisy radiators
-Upon move out date, we had previously scheduled a walk-thru with staff a week in advance, they never showed up.
-Kitchen sink leaked repeatedly

I moved out over a month ago. The place is infested with roaches from the basement to the top floor and all in between. I lived at 1217 Colonial Avenue building. Not only have I not received my housing deposit back, George, the man that has repeatedly told me that my deposit had been mailed then comes up with another excuse when I don't receive it, is no help. He is rude. He sent me a text saying, "Text when its ready," in reference to when I would receive my $750 deposit. When you tell him that you have bills dependent upon it, he doesn't care. I have never had an experience like this before and I really pray that no one else has to ever experience them either. It's sad that a beautiful neighborhood can be haunted by an awful slumlord.
Currently live in a building managed by Norfolk Property Development. They've got a crew of guys tearing our fire escape/patios down currently. They gave no warning of this, and the crew starts, at the earliest, anywhere from 6:45 am to 7:30 am. Also, some crew members think it's acceptable to look in my windows, hang out on my patio and leave their trash all over it, and harass my roommate and myself when we leave the apartment. Called the landlords, they didn't seem to be bothered. I'm currently looking for a new apartment. These guys are slumlords. The building is poorly run and cared for, they don't care about their tenants. They just want your money, and that's it. Do yourself a favor and skip out any buildings that they own. This is my second attempt with these guys, and I've just had it.
I called them to check out an apartment in Ghent, and set up an appointment with the secretary. The next day, no one showed up, and when I called the office, Blair, the person I was supposed to meet, didn't even realize an appointment was made, and said she'd meet me in 10 minutes. She then called me back, not realizing the apartment was being renovated, and postponed. I was annoyed, but agreed to meet the following week.
The morning of the new appointment, Blair never shows up. I called the office, and got no answer.
Hopelessly incompetent staff who have no courtesy, and don't honor their appointments. I wouldn't use this company if they offered an apartment for free.
Giving them 0 stars is far too generous, but since I have to rank them, I'll give them the 1.I called to check out an apartment in Ghent, and set up an appointment with the secretary.
