Secondary Payer Program

I have been waiting for Liberty Northwest to fulfill their obligation to me to fund a secondary payment program as they agreed to in a settlement signed almost a year ago. Neither I nor my attorney can get Liberty to give an answer as to why they haven't lived up to an agreement they signed off on. In the meantime, I can't get the tests I need done because of their refusal to fund this program....
