I heard back from the regional manager, who explained the manager's misunderstanding of the policy, and the reason for it. She was very helpful, and I decided to stick with CFCU.

Long hold times, they do not follow up. You need to manage them. Very poor experiences with lending. A few branch tellers are great but the overall system is a nightmare.
